Grease!

oven cleaner is good for grease - a very extreme choice is sodium hydroxide (caustic soda), you can get it as drain unblocker from some shops (check the labels) - but if you use that you need to be careful. use only on metal and wear gloves etc.
 
I had the same problem and used solvent cleaner. I'd imagine that white spirit will do a similar job s mentioned. You can go over this with some sugar soap to remove any other grime and the remaining white spirit/grease mess (use the powdered stuff rather than ready mixed as it seems more abrasive). Then I sanded the paint lightly all over with some fine sand paper to key the surface and then a final rinse with clean water.

Its a PITA but worth putting the effort in to get a nice clean base to paint onto.
 
Virosol. Doesn't stink llike many of the other suggestions. In fact it smells nice (oranges/lemons). Cleans my neglected BBQ like nothing else does, and a gallon costs about £10 delivered. It's awesome for cleaning crud off cars too.
 
I had to do this myself lately. Tried a few things but sugar soap (works the same as caustic soda but less base) worked the best. I just wiped it on and left it for 15 mins then scrubbed it off with hot water. Make sure and use gloves with all these things as they are all either acids or bases which will mess up your skin.

I'm not sure if it is the best method but it worked fine for me and is safe on most surfaces.
 
You can get a cleaner called Astonish. It's quite coy about what it really is... it's a micro-abrasive paste, which has tiny amounts of aluminium in it.

It's incredibly good at getting rid of grease, and I use it on stainless steel without it losing the finish. It cleaned my UPVC windows up nicely too. Because of the way it works as long as you don't apply a great deal of pressure it'll cut through the grease/muck without cutting into the surface. It cleans the inside of my oven perfectly, and I took some to my parents and cleaned 12 years of muck off the inside of theirs.
