Handball has to be an assist basically i believe. Plus it would be very harsh to give lol.

Ref probably making up for not sending off Kane or giving liverpool the penalty in the first half. At the end of the day, its Spurs fault for not scoring the 12 easy chances they've had which would have made Liverpools 2nd goal nothing more than a consolation goal.
