No, it's not. That picture is taken after Adrian had already got the ball. You can't see anything from a single picture, not even which way the ball was moving.
Any other part of the pitch, if you get the ball then impede, obstruct or foul, it's still a free kick. Stakes are higher in the box. If he hadn't grabbed his legs then it's not a penalty. hate to say it but it's a pen in my book

No it's not. If you get the ball then follow through into the player, it's not a foul unless it's dangerous. If you take that part of the game out, you pretty much end slide tackling.
So you are telling me, Suarez can attempt to hit the ball past someone, they get a foot to it, Suarez still running past them to collect it and they can grab him and drag him down?
