What if the shot is off target or the player has their arm in front of their body or he is only a yard from the ball being hit. I agree that the rule that it must be intentional is ridiculous but to make any contact with the arm in the penalty area a penalty is equally silly.

Expecting a ref to determine whether a shot is off target or if the ball would have hit another part of their body is asking too much. While it might seem harsh, you have to remember that ultimately you're not allowed to handle the ball and it's no harsher than an attacking side being unfairly disadvantaged when they have a goal bound shot being handled and getting nothing for it. It would also bring a lot more consistency.
