Roman Empire ran for about 500 years at it's peak had a population of 50m people. Rome itself started with about 10k and peaked at about 1m with total Roman citizenship at about 10m. There's no way they get to 10m "Romans" in 500 years without assimilating other peoples. One of the ways they did this was by offering citizenship to men who joined the Roman army.
On top of that, the far flung reaches of the Empire, especially intemperate regions with aggressive natives were not places your average ethnic Roman would care to be posted to. Better posting the ones with no family or connections to worry about, like the ones from Africa and Asia.
The idea that it's some kinda of misplaced wokery to suggest this is bananas.
