I'm sorry to report that I have it turned on & won't be changing, as I'm a lazy bugger, so it's either on or off for all games.
I mean, I had to go into my BIOS to enable it & that's enough effort for the year from my POV

Finished the campaign last night, really enjoyed it overall, but the game is not without issues. Fps is very inconsistent varying from just over 100 to 144 (limited) but that's after knocking the res down from 3440x1440 to 2560x1080.

It feels like I should be getting that range of fps at native resolution with everything maxed. Its a decent enough looking game, but it's nothing spectacular.
 
HUBs testing section also brings up another interesting debate. They tested a worst case scenario in single player campaign. Nothing wrong with that per se, the problem is it's not reflective of 99% of the game, or multiplayer. Typically I'd say test a sequence that is largely representative of the game, rather than a worst case or best case scenario.

Ultimately though, I have no problem with the area they tested. They have to pick somewhere and all sites picked slightly different areas. It only raised a red flag for so many people as the results were totally different to everyone else's. As it turned out, this was mostly down to disabling SAM/ReBar and that is my main gripe with HUB and TPU.

By disabling SAM, you are hurting AMD performance in every graphics card and game benchmark they run. Between both sites, they run a lot of benchmarks. That means every single result from these outlets is inaccurate, that's a problem.

I know Nvidia choose which games and apps to enable/disable Rebar, so there should be no issue in enabling this feature for both. If it really does hurt performance in a particular title for a particular vendor, it would make sense to disable it for that game/benchmark for either vendor.

Due to driver updates, SAM does not hurt performance anymore. Furthermore, SAM can be toggled on and off via Radeon Software. I believe Nvidia offer similar functionality based on user feedback here. So, no logical reason to keep SAM/ReBar off - unless it negatively impacts performance or causes other issues.

Just a quick run through with all the enemies at the end. Ran great

Re the quote in your post from techpowerup, I came to a similar conclusion.

It does not represent the game FPS as a whole, as shown in the three videos I've uploaded.

Played first hour, rtx3090 is having no issues so far, playing at 2560x1440p all settings Ultra, doing 144fps no problem and room to spare

RX580 on the other hand, lol

Techpowerup results look about what I would expect for a rasterised only/amd sponsored title. Wonder when they say resize bar was enabled, if they went and did it via profile inspector too....
 
Tried the game on my laptop with 160W 16GB RTX 3080 and it runs like crap even on medium settings so nothing to to with vram amount.

You can enable/disable SAM in radeon settings under the performance tab next to all the controls for core voltage.
 
Will do ! Although don't expect a forensic analysis - it'll be either : 'It was fine' or 'It was stuttery'.

So, I've played the 1st mission of the overworld, my verdict: 'It seemed fine'

Enjoying the campaign well enough, haven't played a halo campaign since Reach 1st came out & surprised to say, it feels much the same as it ever did. The gameplay is fun, although it has a kind of 'spongey' feel from the rechargeable shield, if that makes sense.

Cool, thanks for the tip. In reality I don't think I'll bother switching it off as my understanding is even in worst-case scenearios, any loss is just a couple of %

There is no reason at all to disable SAM. It does not negatively impact performance, at worst it offers no gains. Most games see improvement, some significantly. :)
