Something weird is going on here. 1.4V should basically fry your CPU, and 1.152v is unlikely to provide a stable 4.4, though you haven't mentioned what cooling you are using.
Seems the value CPU-Z returns for you can't be trusted. Do you get the same value for CPU Core in AIDA64? (Statistics tab in AIDA64's stability test, and/or the CPUID button there for AIDA's version of CPU-Z).
But – and this is a big, bold, italicized, very notable but - overclocking a Haswell CPU at the same time as overclocking the RAM will reduce your IMC’s ability to overclock or reduce your CPU’s ability to overclock. You have to choose one or the other
