We need a 'should have', 'would have', 'could have' filter.
As well as a 'brought' filter.
I don't think it's that annoying.
In speech you don't typically say could have, but could've.
Could've sounds exactly the same as could have. (Edit - oh ok not exactly the same.....!)
I can understand why it's a frequently made mistake.
Orly?You wouldn't go down the pub and start correcting people on their grammar, or people at work. If you did you would look like a complete tool and be judged worse than the person you were correcting.

It's not as annoying as that bloody Americanism "could care less". For some reason that winds me right up.
