I don't think they'll ever get full speed (hopefully) as the cpu will be delidded
You won't notice much difference between 2x 360x60mm and 1x 360 420x45 imo so just go with whatever is cheapest or looks/fits better.so whats better

1x 360x60 1x 420x45
2x 360x30 with push/pull
Go with that then mate. You'll see pretty good temps with that setup you should have better temps than me as I'm cooling hotter components than you.2x 360x60 is cheapest

I have 2 x 360mmx60mm rads one is an EK XE360 and the other is an Alphacool UT60.
I use 3x Ek Varder 120ER's on the Alphacool and 3x Noctua 120 slim lines on the Ek, temps are pretty good at about 2.6 degrees delta on idle at around 600rpm so also pretty quiet and to be honest I don't have to run them over 800rpm at any point.
Larger is defiantly better but their is also the law of diminishing returns. To be honest any 360x60mm rad willsuffice just go with whatever suits your budget.

I'm guessing it comes with an Aquaero fan controller, think the latest are XT5 and XT6does that require hardware
I've heard they're tricky to set up, but if you want to spend ages setting your fans up for the perfect temp/noise curve, they're meant to be the best for tweaking. I'd say get something simpler, or just use Speedfanis it worth getting 1
It takes a little while to setup but once you've set it up how you like it you never have to touch it.I normally just use the mb software
