Most numbered pad locks can be picked easily, pull the locking bar and keep pressure on it then start turning the dials starting at one end, you will feel the locking bar lift up slightly when you select the correct number, then do the same with the next dial and so on until it opens, if that doesn't work start from the other side.
top row looks *999 to me. So one of 10 combinations ending in 000It looks like the top row is all 9s so 0000?
Looks like x420 after having a fiddle
