How do HMRC justify it?

We've had our wedding photos sent over from New Zealand on a USB stick which cost about $15 NZD (£7).

We've had a letter from royal mail asking for £27.90 for our parcel. £14.40 of which is VAT.

I cannot understand the logic!

Has the photographer declared the full price you paid them to photograph the wedding on the package for some strange reason?

The logic is that the declared value is much higher than £7 and is on an item that is subject to both VAT and Import duty.
 
The wedding pictures cost significantly more than £7 at a guess? It's likely this was the declared value rather than the stick itself.
 
There's no duty - the value was too low to qualify.

They've deemed the value, for VAT, at £72. Was the declared value of $15 a bit unclearly written - could it be interpreted as $150?

NZ $150 more or less equals £72.
 
The wedding photos were done free of charge from my wife's sisters partner. The only cost was for the USB stick.

I don't think the cost of the wedding pictures has anything to do with it, that was a service they paid for in NZ presumably(so nothing to do with HMRC) and would have cost more like a grand.

I mean if this USB stick got lost then the photographer could just send another, its value is simply the value of the stick itself - they've already paid for the rights to have copies of the photographs.

edit - OK they didn't even pay for them to be taken... so almost certainly OP has been overcharged for VAT
