You said "at the risk of sound like a fag" which at best implies you fear others thinking you may be gay, which in turn implies you think it is somehow wrong or worse than being straight.
 
^^ on a more srs bsns note, I don't bother with lip balm. I find I don't get chapped lips if I don't constantly moisten my lips when I'm outside. Takes a bit of conscious effort to begin with at the start of the season, but don't have chapped lips now!

Alternatively, you could try the old Cornish tradition of kissing a cow's ringpiece. It won't actually cure chapped lips, but it'll stop you licking them for a while.
 
Tell us more about the long distance relationship and why having presentable lips will save it from crashing and burning due to all the normal and very common break up reasons.
