I think i am more annoyed at the fact that this has seemingly come out of nowhere. It was so quiet and peaceful before for a whole year.
I think i am worried about talking to her because i don't want to come across as a hypocrite. I don't think me and my gf are a noisy couple and we will always have the tv and any music off by 10:30/11:00pm as i feel any later than that is inconsiderate in a block of flats. I just don't know how noisy we are to her!

You go around and politely express your concern that she might be able to hear YOUR TV through the wall and suggest that should this ever be the case, she shouldnt hesitate to say so as you wouldnt want to inconvenience her.
She will hopefully offer the same or get the message her own set is too loud.

Am i the only person that does anything any more without asking the internet first? (yes ironically i cant even buy shoes without asking i know)
All you need to do is knock on her door and say you can hear the TV on very loud all hours are you ok? hearing ok? do you need anything down the shops etc etc?
if she throws a fit then tell your mommy.

When I used to live in a flat I remember the neighbour below us complaining about my music being too loud when I was on the computer. I apologised and bought some headphones instead. Job done. Stop being a wuss and go and speak to the person and ask them politely if they can turn their TV down, or at least keep it to civilised hours. It's really not that hard.
The only option.
I do think this with a lot of GD threads to be fair.
IN fact scrach that, I see this in a lot of threads full stop.

Go bang on the door?
well, to update, just tried knocking on her door....no answer. She is in there, her tv is blarring out. I knocked on the door loudly 4 or 5 times... : /
Though i am not surprised, her tv is so loud she probably cant hear it!
We did a test and i stood outside both our flats down below (we are on the 1st floor). Her windows were slightly open so we put our windows the same (flats are basically mirror imaged). We put our tv on to the volume we normally listen at and could not hear it all. Hers you can hear outside very loudly. I had to turn my tv up VERY loud before i even began to hear it outside and even then hers was still drowning mine out!!
The only explanation is that her hearing aid is broken or the volume on her tv is broken!
I will try knocking again later. If not i will have to leave a note in her mailbox.

Use a large font, probably blind as well as deaf.
Keep an eye out for her... She may have died mate
