I'm confused, why is the VSC being replaced by normal safety car (so cars can close up for re-start)?

Neutralises the race, makes it safer for marshals to enter the track without completely interfering with the actual racing, but in this situation with so much debris on track a normal safety car was inevitable.

To clear debris. VSC was becauae the run off was unsafe.
