Done that and also reinstalled my graphics card drivers, that never worked.

I have reinstalled CSS and Steam 3 times now, that never worked, will have a look at the Windows Firewall and Microsoft Security Essentials.
 
Deleting game.cfg and server.cfg does not work.

Not sure what to do in the Firewall and Antivirus, I have disabled MSE and that doesn't fix it.
 
Before I say this I know nothing of programming or how games actually "work".

To me it seems like a directX error, as Tim mentioned above, because you cannot interact with certain parts of the UI. Yet it's clearly working normally, so that would suggest it's nothing to do with CSS or Steam.

Do you have anything that could be causing some kind of overlay to be in the way?
 
Once all ideas are exhausted, it could be worth reinstalling windows? If it's a new build, you shouldn't have too much on there.

Have you tried playing it in compatibility mode?
 
Not that I know of, I haven't installed anything, only got Teamspeak and Windows Firewall and MSE which is installed which could be the cause.

Could be hardware based as it is a new system, but I would like to hope not. :p

I don't really want to do a fresh reinstall of Windows if I don't have to.

Or it is something in Steam it self. I might start a support ticket with them to see if they know the problem and maybe email Hidden Paths Entertainment see if they know either.
 
could you try deleting the whole game ?.. ino its a bugger but youve a 50mb connection, wouldnt take long to redownload. if theres anything missing or what not then it should redownload, then see if it works.
 
5UB -Lo, I'm assuming the same 5UB from ED?

Anyway I had a similar problem with Killing Floor, I killed the CCC.exe and that actually fixed it ever since, even though it still loads. Try killing the nvidia control panel and as many related exes as possible.

Also a quick google:

Anyway go in to your c:\Program Files\Valve\Steam\SteamApps\[Your Steam Account Name]\counter-strike source and right clicking on the hl2.exe, Select "Properties" and do the following...


Under Compatibility Tab,
Check both: "Disable visual themes" & Disable desktop composition" Apply and try that.

I am indeed. - Cannot try closing the .exe files and trying it that way as I need to pop out soon. But the right clicking the hl2.exe thing did not work either. :(
 
Don't forget also, it does it with Portal too, I will try a none hl2 engine game tomorrow, see if something like this happens.
 
Sounds like your nvidia control panel is doing the same thing as my ccc.exe (catalyst control center) - so try it with the control panel off mate. I'm sure there is an active .exe for the nvidia stuff.

Sent a Steam support ticket, tried Minecraft that runs fine and when I load it through Steam too it is also fine. Installing Just Cause 2 to see if that has a same effect.
 
I have tried +mat_dxlevel 81 and 90 just changes the quality of the background and it would change the quality of the game too but unfortunately I cannot still get into Portal or CSS. :(

I did put -high and -refresh 120 in the launch options but they are removed now, does that mean they are no longer going to be launched?

Just Cause 2 does the same! Goes to the loading screen, says to press Start, I press every button on my keyboard and mouse nothing happens. Even wouldn't let me press ctrl alt delete, I had to turn off my PC to close the game! :(
