just log into the router, block the ports, change the router password and log out
I doubt he is seeding torrents for fun. He may be a member of private trackers that require him to maintain a certain ratio. You just need to restrict the upload to 10k rather than it being unlimited.

No one else seems to be saying it, but I'll reiterate. Get him a seedbox. He benefits (faster downloads, more upload bandwidth, greater security and no potential problems with his ISP), and you benefit (all he will be using the Internet connection for is downloading files from the seedbox, which is nowhere near as bad as torrenting on the Internet connection itself)
He benefits, you benefit, everyone benefits. At ~£10/month it is presumably less expensive even than paying your fair share for the Internet connection.
Absolutely, that's another option. If he's just using torrents to download things that are available on usenet, he is an absolute muppet.a £10 a month my as well get Usenet. No more seeding
One quick solution i found for lags caused by torrents is that if you limit the upload speed of the torrent program to say 50% of the max then you wont lag (cap the download to 50% while you're at it too), might be worth getting him to do that. How tech savvy is the guy? Just do it while he's not looking
Tell him to get a seedbox. £10/month, far less than the cost of another connection. Sorted.
OP should pay for the seedbox!

$11/month will get him a nice unlimited usenet subscription and will sort Whackeygrunt's problem out nicely (assuming the problem is not so much downstream bandwidth utilisation as death by torrent connections and upstream utilisation)
