Going from a dual core CPU to quad core will always help in any game released in the past 5 years.
An i3 CPU isnt even part of their minimum requirements, never mind recommend.

I have an i3 6100, 470, 16GB DDR4 RAM and on high settings my CPU usage is maxed and I'm getting a lot of FPS dips
Will I get better performance if I buy a 6600k and leave it at stock? Won't be able to overclock it straight away
The i3 always does well when it doesn't actually need to do any work. However online the dual core i3 will struggle a lot more than the 6 core FX-6####.
@ OP, at this point your only option is an i5 since you can't even overclock that miserable i3.

To answer the OP, a 6600K, even at stock, should be a good upgrade for this game.
What with a slide? no one benchmarks the real world performance of CPU's, such as online gaming.
