Every way i turn to get this guy for what he's doing i get a brick wall. Seems like the only people to be targeted are the honest hardworking ones.

What is he doing then? If he is up to no good then you can report him to the authorities whether he is here legally or not. I mean you seem to be suggesting some sort of child abuse or benefit fraud etc.
