This wasn't a collision between two cars. They crashed into government property barrier very close to the government.

Counter terrorism police are just on standby most of the time and one of their main responsibilities is to protect potential target buildings. that's why they are dealing with it.
 
It amazes me people are surprised CT police attend an incident like this outside parliament. Even if it was just an accident they don't know that until the facts are established, so you assume the worst until you know otherwise.
 
News outlets are usually slow to announce the description of the attacker because of the risk of people jumping to conclusions.

Very quick to announce this one though.....
