Initially it'd be bedlam, but eventually common sense would prevail and people would judge the speed of corners and things for their own selves and err on the side of caution. They did this with a few corners round here - Signs went up telling people the maximum speed they could take XYZ corner at, so most took that as a target and forgot about varying conditions. After they took the sign back down, people started being more careful in adverse conditions...
A few continued to take it like cocks, but they'd have done that regardless.

I'm usually going over the speed limit, but I don't need to brake suddenly.
I do drop a few mph below the limit because I ride an old bike and don't fully trust the speedo calibration, and because a few are cited at such hazardous points that I'd rather have that extra speed gap to give me more focus on what's going on around instead of on my speed.
