poor map optimisation?

my fps don't improve by

a, lowering rez

b, turning HDR off

c, lowering textures etc

I still hit as low as 25fps in places, overall i'm happy just the odd bits of maps grind my pc to a halt. Is it just poor map optimisation?

Aye, the first map I was having fun on there was spawn camping idiots, I just managed to spawn, get around them and shoot them in the back...proper insurgent style
