Up to now, I thought that it was the graphics card that was the limiting factor - the cpu not making much improvement in frame rates (except maybe in large rts battles, as in Supreme Commander, etc).
The CPU can make a difference in frame rates. What it doesn't do, outside a few demanding games, is make a difference in playability. One CPU giving 90fps and another 80fps is a complete irrelevance.

The number of games where CPU grunt can turn a sluggish game into a smooth one is tiny; SupCom (and FA) is the only one I can think of. A couple of weeks ago I upgraded from an E2160@3GHz to a Phenom 9850 @ 3GHz and SupCom got a colossal kick in the pants from it. AI-heavy games with big maps are noticeably snappier when there are hundreds of units flying about.
