I would recommend waiting till later in the year (around September/October) for the new iPhone before considering options. Otherwise I would say the iPhone XR is currently best value for money when looking at the small screen options.
iPhone Mini or wait?

How did you find going to a smaller phone with likes of video and internet use? My S8 is showing its age and I fancy a change to iphone, cant decided between the mini or just the 12.

I have a 12 and my wife has a 12 Mini. Both are great - the 12 has a bigger screen and the Mini feels perfect in the hand.
For me it’s not been an issue. I’m not the biggest phone video watcher but when I have it’s fine. Webpages are perfectly readable as is everything else on it compared to my S10. Of course your mileage may vary.
The XR is considerably larger than the mini though. I only have the Iphone SE and the step up to the XR from that feels unpleasant and the mini is slightly smaller than the SE.
In fact according to the website above (great resource by the way @Squink) the XR is 15% wider and 12% taller.
Yep and it's approaching three years old, I wouldn't want to buy anything that old regardless of the price.
