When the rules are the same for several years then generally one team maximises their car to get the best out of the rules and any gains any team makes are measured in milliseconds. IMO F1 needs a 'reset' every few years to even out the field.
At massive cost to all teams. People scream out for budget caps to "even things out" and then want the rules changing every couple of years, the mind boggles!
The Engineers "Merry Go Round" eventually evens things up.
That will only work when Newey retires or gets foiled by the FIA's rules for that season (latter is highly unlikely though)
I'm pretty sure the engineers that have left RBR lately will be busy spilling the beans to their new teams designers.
You seem to be "blaming" Newey a lot? he's hardly a one man team.
And its not like he's unbeatable either. He spent a decade not winning anything.

He has also won with three seperate teams and once he left (and the rules changed significantly) you can see how the team he left dropped performance wise a notable amount while the team he joined took a step forward.

As above - its only VERY recently that there has been that much technology available to really benefit.
Only in the last handful of years have full sized wind tunnels started to be used.
Whether Newey came along at exactly the right time for his talents to be maximized or his knowledge /experience showed the requirements for this or a bit fo both.
I would be much happier with a lot less aero effect in F1, but until that happens (or until Newey wants to go build boats or something else) he willc ontinue to get the nth degree out of hte rules at the time.
