really freaked me out when i saw it, girl on right is a real life friend! but girl on left is wtf! is this something normal or something wrong with the picture????

I guess one eye was pointing enough away from the flash not to catch the reflection. The other possibility is that she is the terminator, in which case you should be afraid.
 
Red eye is caused by the camera flash against the retina I believe - and just because of our retinas it is a red color.

Interestingly, I have heard that firing the flash once before the photo, and then taking the photo (in other words flash -> Photo+flash) helps to reduce it.

As for the girl on the left, her eye probably didn't catch the reflection of the camera enough to cause red eye.
 
red-eye reflex is normal. What we are seeing there is either a fluke with her right eye turned slightly away (a squint - but it doesn't look like it) or she has a retinoblastoma. Has she ever had a similar single red-eye reflex in recent photos? A non-red-eye reflex or a white-eye reflex suggests she should have an eye check up by a specialist as a matter of urgency.

retinoblastoma show up as white/yellow iirc, not red eye.
