I think you have to point the blame at all parties really, but it's clear there are significant failings in the management of the policing.
There are a lot of comments I'm seeing that when the clash happened at the end of the game, there were no police present, just marshals, that does seem to be the case looking at the photos. That's a huge contrast to this country where there is always visible police presence at the end of games. What's most ridiculous about it is that there have been fights all day and the previous nights and they didn't think to have Police there at the end of the game, really?
One other thing I noticed is that if you look at the photos from the port, you can see that there is a huge amount of packaging for beer, from the cardboard boxes to thousands of bottles. While the fans might have been congregating at pubs, it's clear many brought along their own drinks and spent all day getting plastered. If that was on the streets in this country, our Police here would have cracked down on that.
