Seriously though anyone who owns a SLR camera can produce a shot like that. It is clearly low light hand held with a slow shutter speed not quite fast enough. Do you have the exif data?

Unless there is a back story to go with the picture and as far as you know the building was empty at the time it hardly needs any more explanation.
