I can't see Red Bull doing anything illegal, they seem to value integrity too much.
Williams and Caterham also use Renault engines. Anyway article says nothing about illegal and goes on to say: "The legal use of engine cylinder cutting and exhaust blowing to the floor area to help in its quest has often wrongly been interpreted as evidence of traction control."

what is he smoking? that penalty was textbook
sick of all these guys going off track (either to pass or not lose a place) and not paying the price. I understand why no sandpit since that would mean safety car, so they need to put wider strips of wet astroturf, between track and tarmac run off. that way they will spin ruin their tires and then can limp back to pits in shame. in fact they could use that stuff they use at Paul Ricard HSTT which is supposed to degrade tires if they run off.
