on the main steam page, up top you have steam, view, friends, games, help.
go to the steam pull down menu and select go offline.
It isn't by default. It's set to the refresh rate of your monitor which is usually 60hz, 120hz or 144hz.
So if you have a 60hz monitor, you need a minimum fps of 60 for vsync to work properly, as every time your monitor refreshes the display it shows a single frame generated by your gfx card.
If your gfx card isn't fast enough to generate the minimum of 60 fps at your particular in-game gfx settings, the monitor shows a frame for 2 refresh cycles, so 60 / 2 = 30 :

yea strange one.. Ive not had any issues with mine but mines was still downloading after it was released.Ummm, has the game been patched or something?
I've uninstalled it in the end since I couldn't force myself to play at 30fps but decided to install it again on my HDD and experiment some more. Now it suddenly runs at 60fps at 1440p on the same settings I used before There are drops at times but it all feels smoth. Even when there are huge explosions it doesn't go lower than 45-50 (mostly 50-55)... I don't get it.

hmmm ideas for tonight... not tried that one yet.. tethered them to helicopters and planes but not a carcan't tether a human to the back of a car and drive around in any other game!
