Looks like the perk “Local Hero” can cause a micro stutter / hitch every 5-7 seconds - especially in kuttenberg.

The solution is to reset all your perks and reassign them - but don’t choose the local hero perk. Save > reload.

It happened to me. And this worked.

You can buy a potion called lethean water which will reset all your perks.

I think so ? I’ve only done it the once witch a potion I bought from an apothecary in kuttenberg

You can buy the potion recipe so I'm guessing so. I've had no issues with the local hero perk on a 13700k & 64gb of DDR5.

I have it also and not noticed any issues. But will double check tonight.
