I think that is refering to Barcelona would have already have an automatic spot from winning the league so if they win they would have another automatic spot, therefore the highest ranked side without an automatic spot would take it (ie Celtic). It doesn't matter who is involved in the fnial and who wins and whether or not they finished 1st, 4th or 29th in their league, it should still all even out under that rule.
For instance, Arsenal's position in the league wouldn't have actually mattered in UEFAs rules, as it's the final that counts. If Arsenal lose, then they (or Spurs if they'd finished fourth) will have to qualify and Celtic don't. If Arsenal win, then Celtic are pushed back a round and we take their group spot, regardless of whether we'd come fourth or not.
