Yes he had just come back from Syria. No to the Isis thing though afaik. He had been reported and looked into but decided he was no risk.

And why exactly would that country voluntarily take terrorists who are not citizens of their own country?

Imagine another country deporting criminals to the UK because their parents were born here. Why would we accept that?
