LOW FPS?

Iv just finished sorting my PC out. Here's the specs:

Intel i5 3570k @ 3.4GHz (Stock cooler atm :/)
HD Radeon 7850
ASRock Z77 Pro4M Mobo
8GB Corsair DDR3 Vengeance RAM
500GB HDD
Corsair 600W PSU
Windows Vista Ultimate (64-Bit)

I think im getting really low FPS on Fallout 3. I monitored my FPS with fraps and this is what came up:


2012-08-01 22:45:41 - Fallout3
Frames: 8404 - Time: 148778ms - Avg: 56.487 - Min: 23 - Max: 65


...Thats my FPS on Fallout 3 playing @ 1920x1080 with everything completely Maxed out inc. AA. Also the FPS was taken while i was in vault 101!!

Is this normal for my set up or not? Somethings telling me its low, but i get really paranoid about these kind of things tbh.

Also while im here since I built my pc windows has been really slow? any ideas what it could be?

Yeah Vista is crap, though I wouldn't say for sure it's the source of the problem, after all, win7 is just a really nicely polished and refined version of it.

Do you think it could be anything to do with my cpu? as i bought it used so the thought of it being my cpu is niggling at the back of my mind atm. also could it be my hdd? its pretty old now and its basically dying because its rattling like a baus.

Yeah lol, Vista with a nice i5. That's like getting the latest iPod and putting a Rick Astley song on it. :D

OP may i suggest changing to Windows 7, it may or may not sort your FPS but it will help improve the rest of your system.

Ill get win7 soon but i spent all my money on an i5 and a 7850 so dont have enough cash atm. do you think it could be the harddrive though? because its rattling quite loud in my pc. ill get a new hdd soon aswell.

only one way to find out pal and thats swap it out why not download the Windows 8 beta?

Eurgh, I have the most horrible gut feeling that its my CPU right now! I cant imagine it being the HDD but, like you said, theres only one way to find out and thats to swap it out for a new one and find out!

Is there like a CPU test thing I can download anywhere so I can put my mind at ease? lol
 
Overclock your i5 to 4Ghz and try again, I found at stock my i5 bottlenecked my graphics card, any higher I'd recommend an aftermarket cooler :)

Also doesn't FRAPS lower your FPS anyway as it's taking resources are something like that?
 
We are on about Fallout 3 here, the i5 should not be having any issues running the game, download HW Monitor and see what temps you are getting. The 7850 is a little faster than a 560TI if I'm correct and mine never had any issues at all playing fallout 3, even full of mods.

What graphics card do you have?

I've tried a few recently, higher end cards than yours but still worth a look, download and run MSI AFTER BURNER whilst gaming without FRAPS and see what percentage of GPU usage get?

Also that 7850 is dying to be overclocked, see the thread in the graphics card section of the forum dedicated to overclocking the 7850 :)

I overclocked my 7850 with msi afterburner

CPU was between 50-55C
GPU was between 55-60C

Fallout 3 Everything maxed out

I used msi after burner for my gpu
and i used coretemp for my cpu by exiting the game and quickly looking at the temps

i didnt know how to record the temps on hwmonitor lol
