LOW FPS?

Could try the 12.7 Beta? I'm using them right now and I get a performance boost with my 7850. It's also known to fix a lot of problems with 7xxx Series cards.
 
CPU was between 50-55C
GPU was between 55-60C

Fallout 3 Everything maxed out

I used msi after burner for my gpu
and i used coretemp for my cpu by exiting the game and quickly looking at the temps

i didnt know how to record the temps on hwmonitor lol

HW Monitor just runs and tells you the min/max temps you reach, which is good because you can run the program then play a bit of Fallout then exit and see what temp you hit at peak. However if that 55C is while playing that seems fine. Also the GPU is great, my SLI 560TIs hit 80 playing Arma 2.
 
Lower or disable the AA (anti-aliasing) setting, you'll see your FPS improve straight away. Having it enabled will always put a dent in your FPS.

For some games, post processing AA is the prefered setting as it uses FXAA, which comes close to the quality of AA but without the impact in performance :D

AA shouldnt matter I have a i5 3570k and an overclocked hd 7850.....it should run at a solid 60 frames with aa maxed
 
not sure on that games specific graphic settings but mess with your AA and trinlinear bilinaer settings also stuff like shadow detail and water details hit fps settings like a biaaaatch normally look for gamke specific profiles in your drivers and set them to be used on the game load and see if that helps at all itll be in the profiles somewhere or look for custom game profiles before you start thinking about hardware options
 
That probably explains it then. If it was 7 it might've been fine but it's probably due to driver conflicts from the old build causing the low framerates. It's always recommended to do a fresh install when changing motherboards.
 
Yes, you need to reinstall Windows so it can start fresh. Make sure you back everything up since the install disk will format the entire drive.

When i put my hard drive in i installed windows again. because when i when into my computer there was a file says windows and another saying windows.old
 
Hmm, did you do a fresh custom install or an upgrade install? From the sounds of things you did an upgrade install instead of the fresh custom one.
