If they're using SSN tunnels + Tor + offshore, private and probably shady VPN/VPS services who neither log what goes on or probably care, amongst other methods, then I imagine someone they know grassing them up is going to be the most likely way they'll get caught.
Actually multiple proxies is no longer that effective for hiding your point of origin from law enforcement agencies.
Custom written private proxy obfusication might work a little better.

I do know what a botnet isits relatively trivial to take control of an average botnet these days if its generic IRC based and find their inception point there to, tracking back that connection if they've bounced it through a few proxies is a lot harder but thats not how it would be approached any more.
The real problem is if they have a good programmer or 2 on the team who have gone to the trouble of writing their own software from ground up.
All this is going to do, if anything, is give the supporters for a closed/monitored internet more support.
I wonder if they may even be behind it.
