It doesnt make the cars heavier, they still weigh the same. It reduces the amount of ballast that can be placed around the car to adjust the car dependant on how heavy the driver is.

And KR gets past at last!

Well it's around 0.2 seconds boost per lap apparently, or was in Australia, so it's borderline useful. (for clearing those pesky back markers probably

No, it was a couple of years before hamilton came to F1
