Yes but he has had that lower fuel advantage for the whole race and still Rosberg kept with him and in the end would have been multiple seconds faster than him.

and because of it he has been driving slower all race to make it last, negating the weight advantage.

Difference being Vettel knows full well he won't get really punished for it, he's the Golden Boy at Red Bull, so even if he misbehaves, he'll still get treated the best.

Rosberg isn't in that situation, if he misbehaves then he's stuffed.
