I expect as you can't take a penalty under SC he has 3 laps from when the SC comes in.

Vettel is never going to get past unless Hamilton makes a proper mistake.
I can't recal seeing Vettel overtake anyone this season, let alone on a dry track with Lewis and his KERS Mclaren!
