I think it is unlikely GB will have a football team for any future events, they only did it this time around because:
1) We didn't need to qualify so they didn't have the headache of trying to fit GB games into the already hectic calendar
2) Home Olympics so from a presentation point of view it would have looked a bit ****/petty if we didn't field a team
As for "making GB official on all sports" it isn't as simple as that people there are far too many disperate organisations each with their own agenda. Literally dozens and dozens of bodies across all the sports/nations and getting agreement from everyone won't happen EVEN if the political ramifications could be dealt with at a central level.
So really the only solution would be to diverge into seperate home nations and I'm not talking purely about sport here, scots are always moaning about Britain (sweeping generalisation), the English resent what they perceive to be propping up the Scottish economy (public sector etc), Wales have their own assembley or summat, so lets just split up and be done with it, then there is no confusion.
Of course it isn't that simple either, which is why the status quo remains
