The big flaw in that claim is that it uses exhaust gasses. It cant. The rules state all exhaust gasses must exit through the exhaust pipes, and exit in the prescribed area.
It could be using the air channeled through the sidepods though, but with such a glaring mistake in the claims you have to question how much else is wrong or just made up.

i know its not unusual to have a hole in the back of the engine cover.Not that unusual. Most teams (possibly only with the exception of RBR) use the air flowing through the sidepods to cool the gearbox and KERS and things, and then exit it through holes or vents in the rear of the engine cover.
Be interesting to see what this actually does? As the double diffusers worked with moving air out from under the floor, which this device dosn't.
