Losing a wing is far far better than getting a puncture that early in a lap, I mean if Hamilton gets ahead it's title over, season over. For me every time Hamilton was about to take the title lead off Rosberg, Rosberg did something naughty, when Vettel is under pressure he reacts badly as well. Verstappen alongside and title on the line, drive into him in Singapore, under pressure in Baku, go mental, back then Webber doing great, hit Webber off.

It feels fairly deliberate to me and he hit Verstappen's rear tire as well for good measure.

What advantage is there to Vettel in deliberately doing that with a fragile part of his car? None. Chances of damage to his own car anyway. He needed to win.

Realistically, it’s all over regardless of what happens today.

I don’t think it deserves investigation, though I do think Vettel should have backed off slightly, however, given the situation I’m not surprised and didn’t expect him to.
