I don't think that is ever a penalty. If Vettel was alongside at any stage, even more so if alongside into the corner that is one thing. But Vettel wasn't remotely close to the overtake there.

I don't think that would ever be a penalty before, you skip a corner when actually being passed then yeah, give it back. But Vettel was honestly miles back, he wasn't trying to pass him, he'd tucked in. Verstappen made a mistake and cut the corner, the time gap was a little dodgy but most of the time I think at most they'd be told to let them gain back to the same gap as before.

I think Vettel is ahead of Verstappen half way through the corner and on track. But because it is a chicane Verstappen continuing to cut the corner gets him back out in front.
 
Maybe I didn't see the right race.

Hamilton wasn't fighting against anyone and didn't loose or gain an advantage to anyone.

Rosberg was practially forced off the track by max, no penalty given, good.

Vettle and Max were neck and neck, max locks on breaking and goes across. They didn't hit = should be a penalty.

It's a case of, if you can ONLY keep the place by going off track then you have to concede the place, but if staying on track you would have easily kept the place it's just a mistake and not worthy of a penalty in the slightest.

The mistake is made under braking from the lock up, Vettel is an absolute mile behind him at that point, he's given up trying for the overtake, that is where you judge it from. He had the clear lead into the corner and into braking.

The fact his own teams immediate reaction after it was that he should give the place back says it all.
 
Vettel finally showing some Italian passion, will improve his standing at Ferrari no end.

Still think he will get a penalty for the next race for saying that, but I think in the scheme of things he probably won't be too upset.

They weren't neck a neck, they weren't even close to level when he locked up.
