I don't think that is ever a penalty. If Vettel was alongside at any stage, even more so if alongside into the corner that is one thing. But Vettel wasn't remotely close to the overtake there.
I don't think that would ever be a penalty before, you skip a corner when actually being passed then yeah, give it back. But Vettel was honestly miles back, he wasn't trying to pass him, he'd tucked in. Verstappen made a mistake and cut the corner, the time gap was a little dodgy but most of the time I think at most they'd be told to let them gain back to the same gap as before.
It's a case of, if you can ONLY keep the place by going off track then you have to concede the place, but if staying on track you would have easily kept the place it's just a mistake and not worthy of a penalty in the slightest.

They weren't neck a neck, they weren't even close to level when he locked up.
The problem was verstappen straight lines the corner, if he had made any attempt to stay on track, vettel would have got passed. Personally, I think Hamilton should have got a penalty aswell for effectively missing a corner and gaining an advantage. Track limits exist for a reason and I don't see why it's acceptable to cut corners when it suits you, if there was a wall there or a gravel trap he would have stood on the breaks and cut back to the track, he chose not to because he gained an advantage by not doing so. I feel all drivers that do this should be penalised.
