If i try and run the 6850 on my current power supply and it isn't powerful enough, will it damage my pc or just shut down?

That depends entirely on the hardware inside the psu.

It could shut down gracefully and work fine later, shut down and never start up, make some noises before giving off a little spark and dieing, or it could spark spectacularly and fry everything in the pc.

Oh btw I would put money on the dell's psu being the cause of death for the 5770.
