Just to preempt the OP's next question...

You pull off some toilet paper and wipe the dirty area until clean. My old man always suggested "three pieces - two to wipe and one to polish"
 
As everyone else has said go and tell the council again. It's the most sensible solution and the one that is most likely to have the biggest impact to them as well.

Are you sure they haven't got a late licence due to the fact it's Christmas...
If you call the council you will probably find out.
While you are on the phone you can ask them what to do!

If you go 50:50 after having used your ask the audience i think you will still be left with tell the council or buy some ear plugs :p

Gl though i know what its like to have noisey neighbours so to speak. Used to inan old flat i had.
