Advanced Frequency Settings - type in 40 - press "enter"
Now press F10 and press "y" then enter."
Press delete as he says to get into the bios. He is showing you how to up the multiplier. That 40 will give you 4ghz, if you typed in 42 you would get 4.2Ghz.
The other settings are a lil more complicated, just go with the easy method for now.

Also dont use capitals for every letter.
Run Prime95 or SuperPI or something at the same time to stress the CPU, the core speed reported then climbs to hopefully what you are expecting.
You mentioned you were owed some money so maybe consider a bluray drive seeing as you seem to like your movies.
If you want to up the OC then just increase the ratio/multipler in the bios. You set it at 40 right to get 4ghz?.....so now try 42 or 44.
