Yes the B660-F is DDR5 and I have access to 16GB but I'm not sure it's worth it.

As for the Z690-P primary PCI-E slot being 5.0 (4 on the B660), would that be an issue for my 2070 super or sound blaster Z card?

I'm happy to get the msi b660m-a ddr4 I just wondered when I saw those prices whether it was worth looking at them instead (plus you can pay in installments which is nice)

DDR5: from a performance perspective no, not really, only if you prefer the board.

PCI-E 5.0: no, there aren't any graphics cards available that care.

Technically Z690 is a higher-end chipset so there might be other benefits of the Z690 board, but they look rather similar to me. Z690 can overclock a K CPU, of course, but I assume you already know that.

My instinct from a quick look is that the B660-F is probably the best value at the prices (in terms of what you get), but unfortunately I don't have the time to go through their specs line-by-line right now, or check for reviews.
