New GPU - low fps with low gpu/cpu usage!

OK, so I decided to stop getting annoyed with 30fps on my xbox one, step up and get into the PC gaming world - yes I’m a Noob!. I didn’t go crazy with my first build, see specs below:

i3 6100 3.7GHz
RX 470 8GB Saphire Nitro+
HyperX FURY 8GB 2133 DDR4
GIGABYTE GA_H110M-2SH Intel H110
Seagate Desktop SSHD 1TB Hybrid SATA 6Gb/s 3.5" 8GB MLC SSD [SG-1000DX]
Corsair CP-9020097-UK VS550 ATX/EPS Vs Series 80 Plus Power Supply Unit

My son had been using this setup (without the rx 470) for the last 6 months - it runs Minecraft and a few other games he likes fine. I decided I to add the graphics card so I could use it to play games like GTA, SKYRIM etc at highish settings 1080p at 60fps. I did a bit of research and found youtube videos of people running these games with that CPU/GPU combination, running those such games at those settings, no problem.

I installed the card without any problems, downloaded Far Cry 3 from Steam (it was on sale for less than £3!), I enjoyed Far Cry 4 on xbone and I’ve not played FC3, so though that would be a quicker download to test out the new system - GTAV will take nearly 2 days to download with my internet connection! So, here’s the big surprise - it’s appalling! At medium settings 720p, the framerate hovers between 15-20 fps - obviously something is not right! I tried a couple of my sons games, same settings he was using before the card was installed, he confirmed, it’s running worse than before!! I also tried the only non-steam game on that we have, Minecraft - I didn’t have a fps indicator for it, but i was terrible. Same settings as before the installation, stuttery with terrible framerate, it used to run very smoothly (I’d guess 60fps+) with the integrated graphics!!

I have used the Radeon Crimson software with Wattman, so see what the card is doing when I try to run a game, along with Task Manager to keep an eye on the CPU. So the CPU usage is low - 20% or below. The GPU usage is low, it kind of spikes here and there towards the max, but the average use is below 10%. Nothing seems to be working very hard! I disabled the onboard graphics from the mobo, and deleted the Intel drivers from add/remove programmes. After some googling on these sort of forums, I decided to try and uninstall/reinstall the GPU and all drivers - no difference, still VERY slow!

Any suggestions would be very much appreciated - thanks in advance!
 
Have you removed all previous drivers? DDU is a great piece of software for this purpose.

For what it's worth you would have been better pairing a nvidia card with that cpu. They play nicer with lower powered cpus and the games you mentioned are dx11 where nvidia is still stronger.

Obviously that's not your issue as you should be getting better fps than you are so try ddu to start with.
 
that's definitely not right. my girls run an i3 4170 @ 3.7, with 16 gb of ram and a TI 660. Minecraft is no issue at all and the RX 470 is supposed to be a better card.

Check your PSU, make sure the card gets enough power, are you using the right connectors? Check the temperature on the GPU as well. Not sure what else to suggest.

Also, you said minecraft but are we talking about single player or multiplayer? Lots of things on screen, bad internet connection, low fps might be explained by that as well

Thanks for the quick reply! I didn't know that Nvidia pair better with intel processors! I was meant to buy a RX 480, made a mistake when ordering from amazon, thought I got a really good deal but never mind. I was torn between that and a 1060, if I cant resolve this fairly soon, I'll return the rx 470 and order a 1060.

I used AMD uninstaller, would ddu possibly get something that it missed? I have downloaded 3dMark, I'm going to run some tests which might shed a bit more light on the situation.

Is it possible to use incorrect connectors? If so, would it still power up? The temperature was fine from looking at the Radeon/wattman information.
 
Maybe a stupid question, but is your monitor connector coming out of your gpu connector and not your motherboard connector?

If you look at the review more carefully,the games were the Nvidia card wins tend to be Nvidia sponsored,and the ones where the AMD card wins tend to be AMD sponsored.

Plus,there are an increasing number of games where 3GB is an issue - if you look at the Nvidia sponsored ROTR,you see the problem:

That is from Digital Foundry - they told people to spend the extra on the 6GB version. I would quite happily get a GTX1060 6GB,but not the 3GB model.There are a few cards in the past like the 8800GT 256MB,which were recommended instead of the more expensive 512MB version or the HD3870 512MB and it collapsed in performance within a year of release. Spend the extra if you do want a GTX1060.

Regarding the RX470 - I suspect its nothing to do with a CPU limitation. I had a mate who used his new RX480 on his FX6300 based rig and he saw a massive performance uplift over his old HD7870XT. A Core i3 6100 is faster than a FX6300. Sure,when he moved to a Core i7 6700 he had had better performance in some games,but you tend to be more GPU limited in many games anyway.

Getting worse performance than a card which is double the speed is nothing to do with a CPU limitation.

The card is probably not leaving idle clockspeeds.

OP,can you donwload MSI afterburner and see what clockspeeds the card is running at.

Is the card the RX470 Devil by any chance??

It is connected to the gpu, and onboard graphics turned off from the mobo. But please don't be worried about silly questions - I may well have done something stupid, this is my first build.

I'm not sure if this is relevant, but I'm using an imac as a monitor - displayport cable with mini adaptor?

Ok, thanks for that - will only look at the 6gb version.

It's the Saphire Nitro+ - I will download MSI afterburner and post results.

The only other thing that might be the issue,is the PSU?? It might be having some problems.

Also before all that,scan the system with Malwarebytes and SUPERAntiSpyware. Make sure you don't have one of those mining Trojans on the computer.

I did realise that I should have bought 2 4gb sticks instead of 1 8gb stick after I had ordered it - is that what you mean?
I have installed the latest BIOS for the mobo - I did that yesterday.
I did change the PSU yesterday - the reason being that when I originally built it 6 months ago, I bought a cheap psu, the connector leads where not long emough to reach the mobo, so I had to break the top of the casing open in order for it to reach. So for obvious reasons I thought i would replace it. How do I check the PSU?

OP,did you install the newest BIOS before the RX470 was installed or after??

Run the anti-spyware programmes I mentioned,if you get a Bitcoin Trojan it can tank performance in games.

Look at how much is gained from running faster than normal RAM. So going from single to dual channel should help,ie,two RAM sticks instead of one.

Are you using the stock cooler on the CPU,ie,the one in the box??

Unless you have a very cold room,that seems a very low temperature!!
