New GPU - low fps with low gpu/cpu usage!

OP,did you install the newest BIOS before the RX470 was installed or after??

Run the anti-spyware programmes I mentioned,if you get a Bitcoin Trojan it can tank performance in games.

Look at how much is gained from running faster than normal RAM. So going from single to dual channel should help,ie,two RAM sticks instead of one.

Are you using the stock cooler on the CPU,ie,the one in the box??

Unless you have a very cold room,that seems a very low temperature!!

I installed the new bios before the second install of the gpu.
I will definitely get another stick of ram if I can resolve this issue, but I can't see that being the main problem here, I'm getting worse performace that before I put the graphics card in!
I am just using the sock cooler, the room is normal temperature. How do I test the cpu by itself? I have installed afterburner.

You know when you ran Timespy,it gives you an option of a weblink??

Its almost like the CPU is running at idle.
 
Reported stock core clock 3,700 MHz

Maximum turbo core clock 800 MHz

Shouldnt the turbo clock be higher than the stock clock.

Maybe something aint set right in the mb bios settings,maybe try load default optimised setting in bios.
 
It wont let me set the multiplier to 37. It will let me type it, when i press enter, it reverts to 8. Sorry, we're getting close to the limit of my abilities (noob!).
 
Try loading optimised defaults by pressing f7,then see what the cpu is set at then.

It will show you the cpu speed on the m.i.t tab in the bios.

Sorry - I was changing the system memory multiplier. The cpu clock ratio is Auto 37 (3.70ghz). That's right, correct? I've optimised defaults anyway. Should I disable the onboard graphics again before saving?
 
download the latest version of cpu z,it has a cpu benchmark built in,start the bench and open taskmanager then click on performance tab cpu,it will show your cpu clockspeed.

Right click task bar at bottpm of screen where the clock and other icons are then click task manager.
 
Also - the cpu stayed at around 30c for the entire 3dmark test - so I think thats fine?

It looks like your CPU is staying in low power mode all the time which is bottlenecking your video card. Try going into the bios and disable speedster which means the CPU will run at full power all the time and see if your scores improve.

I cant find 'speedster' anywhere in the bios. I've found cpu vcore - is that anything to do with it?
 
Cpu vcore is the voltage dont touch that.

The guy meant speedstep.

Do you have the motherboard manual ?

I checked the manual and speedstep is CPU EIST Function ,its set to auto by default,try turning it off.

Wow - that setting was buried pretty deep in there, but I found it and disabled it. Ran 3dmark test again, same result :(

I feel like we're getting close though - any other suggestions? I really appreciate all the help - thanks!
