It's been that way for quite a few years now. If you look in London the entrances of railway stations have barricades in front of them. Other places where many people congregate have gradually had similar measures added. e.g. bridges with cycle lanes between the pavement and road may have had a slightly raised separating barrier between the cycle lane and road. It might just look like its protecting the cyclist from cars but it's actually protecting pedestrians from car attacks on a bridge where they have nowhere to escape to. Many buildings that could be target have large plant pots outside. Etc. Once you see the road furniture designed to prevent these attacks you realise how much of a threat it is.Looks like vehicle attacks are becoming the chosen method these days. Get's you to the target quicker, makes you harder to stop, greater likelihood of casualties.
